Insert a double layer of polythene between the concrete structure and the stabilized sand-bed or cement base. One layer beneath the concrete is insufficient. Even if there is a cellar or a crawl space, the necessary precautions must be taken, to prevent the damp from rising through the foundation or the walls. The double layer must be pulled to the edges of the room or area and cut off level with the joint between the floor and the skirting board
